In this age of electronic immediacy and data driven services the homeless population is at risk of exponential marginalization. In urban areas across the US outreach programs have been set up to provide homeless population with access to cell phones, technology centers and training to build self sufficiency and capacity in our most vulnerable members of society.

Could these programs work in Puerto Rico? El Hogar El Refugio is intent on finding out and develop their own local evidence to support these new technology services. PR PASSworkshop has begun a project of capacity building for both the organization and its participants, bringing best practices in program management, reporting, and fund raising.

El Hogar de Ayuda El Refugio Inc. with PR PASSworkshop's support has launched an innovative program to teach formerly homeless women basic computer skills. The organization is poised to be able to both augment capacities in its community, document its results, and grow its reach.
